See how changes you make in your file effect the display of the web page. The more you tinker with it, the more it will make sense and the better you will become. There are many neat tricks you can use to make a website look better, like using the CSS property "background-image" to use a tiled image for the background of a body or header.
Now, once you have your website where you want it to be and would like people to actually see it on the web, what you need is web hosting and a domain name. After that you use a "file transfer protocol" (FTP) client to upload the web sites files to your web hosting accounts public folder where the world can see them. Try downloading Mozilla Firefox web browser and installing the free FireFTP add-on. It makes transferring files to a remote server as easy as dragging and dropping.
